If topic "A Guidebook to the Carl Barks Universe" is devoted to a website rather than Barks himself, then why isn't it part of the category 'Internet sites'?

Wrong definition. 'Internet sites' is a forum. A forum in the category 'Disney comics'.

Strictly speaking the topic "A Guidebook to the Carl Barks Universe" should be under the forum 'Internet sites', as it is a commentary on an internet site.
Reason for me to put the topic under the forum 'Carl Barks' is that I want to integrate this forum with the website, by using a direct-link to the forum. That way the topics keep together within one forum.
Still, it goes against the forum-structure of McDuck International. And now, in the forum 'Carl Barks', it might be just confusing instead of handy. Also because I intend the "A Guidebook" topic to be technical, about software and website maintaining.
At this moment, I'm not fully sure what to do.

About definitions:
A category contains forums that contain topics.
Thus McDuck International is wrongly called a "forum", even though the word is common use.

Talking of topics, this topic "New moderator: Daniel73" has become a brainstorm/memo where a moderator can endlessly talk to himself. I intend to make a clear distinction between this boring topic and maintenance topics that are essentential for visitors.

Those things are often called either "forums" or "board(s)". For example, PunBB has the PunBB.org Forums.
So you could call these the McDuck International Forums, a collection of forums grouped by categories.

I've tried setting a picture at the right top of each page. It seems to work in Firefox/Gecko, IE5 and IE6, but in Opera and IE7 the picture is placed a little too high. I cannot fix that, and it isn't a big problem anyway. I put this code in the Forum Description field:

The image is the avatar of Nobody, so Daniel73 can change it by uploading a new avatar to that account. It should be 112x86 px big and in GIF format.

My provider's spamfilter is blocking the McDuck International mailers. Problem is that it seems that my provider doesn't allow me to turn off the blocking for individual addresses. Current mode is that spam gets marked, but then I get lots of spam.

You could forward the whole e-mail (including full headers) to your provider, telling them that you don't consider it as spam. Or use a mail provider with a less aggressive spam filter.

Draft for the rules:

- No discrimination.
- No (links to) sexual explicit or morbid contents.
- No spambots.
- No warez or other illegal matters.
- No hotlinking to pictures of other sites without permission of the owner. These pictures can be removed.
- No publication of (your own or someone else's) private address information. Exceptions are your own email address and your location, but it's fully your own decision to make them public.
- No stealing of someone else's name, identity or avatar.
- Keep the board tidy.
- Private matters should not be handled on this board.
- If you want to comment to someone, use his/her given alias.
- Having multiple guest names is allowed. Multiple profiles (registrations) should stay limited.
- Make up a clear title for new topics. The moderators can change them if they're not clear.
- Don't quote too much. Quote only the text you're replying to, if that's necessary anyway.
- Moderation happens afterwards. In problem situations the forum can go off-line until further order.
- If you have a question about the forum, search the answer in 'About this forum'. If there's no answer and no suitable existant topic, make there a new topic with your question.

Added rule is "No spambots."

Rule on the Dutch McDuck board, excluded here: "Houd het gezellig."

It means something like "Keep it cosy/nice." My objection is that this term is debatable. I've replaced this rule for "Keep the board tidy."
As moderator I'd rather canalize discussions, instead of being preachy about someone else's behaviour. Practically this means that (for example) a flame war can be refered to a flame war topic, so that topics won't get derailed by it. Otherwise the moderator would have to watch and judge who can say what and how, and that would become a disaster for sure.

Another excluded rule: "If you don't obey these rules, you can temporary be banned from the board."
My objection is that this is a threat. ("If you don't obey...") And practically, banning doesn't have much effect on real humans, as they can find ways to avoid the ban under different IPs and names.
So far, only spambots have been banned.

I will try to sort out the rules into hard rules and netiquette. "No discrimination" is a hard rule by the European law, from a different degree than a rule like "Don't quote too much".

I will now replace them for the "Rules McDuck International (20061219.01)" as shown in the new topic 'Rules on McDuck International'. Further discussion can happen there.

Only reason for having the yes/no Rules obligation turned on is that it seems to keep some spambots from subscribing. The obligation itself is obsolete. The rules count for everyone. Not only for the registered users, but also for guests.
