That's from the WDC&S ice-fishing ten-pager--the one where Donald goes from using a tent and a light and a spear to using a diving suit and finally using a depth bomb as his frustration at being unable to catch a fisth mounts.

Gyro Gearloose? In one story he stiffens the water in his swimming pool.
Or maybe Donald Duck in 'Back to the Klondike'? Is he running fast over just water there?
