It has to be either "Sheriff of Bullet Valley" or WDC & S #102, in which thieves paint horses different colours in order to steal them. I don't remember, for sure, which one had that exact quote. But I'd guess the epic Donald Duck story first.

In the ten-pager you mention, it's precisely steeds the thief steals (painting them to re-sell them as you said), not steeds.
I love this ten-pager! There is a mystery and great humor.
